PURPOSE:
This IGA allows for Littleton Police (LPD) and Public Works to use the Arapahoe County Radio Communications Network (ACRCN). The ACRCN provides the LPD and Public Works radios the ability to operate on the county’s Digital Trunked Radio System (DTRS) for an improved radio communications function across the county and throughout the state.

DISCUSSION:
Communication is vital to both emergency and routine operations for police and Public Works. Access to the Arapahoe County Radio Communications Network allows LPD and Public Works to communicate on a proven network. Without this access and services proved through the county it would be impossible to provide basic services and respond to emergencies in the city. Arapahoe County has been a great partner providing a properly maintained and reliable radio system. This agreement is a necessity for the safety and wellbeing of the community.
BACKGROUND:
The LPD has utilized the Arapahoe County Radio Communications Network since at least 1996. The county maintains the Digital Trunked Radio System (DTRS) which comprises radio repeaters, electronic hardware, software, and towers/antennas. This radio system also integrates with the statewide DTRS which allows interoperability between Colorado law enforcement agencies and is utilized by Littleton Public Works personnel to communicate throughout the area.
Prior Actions or Discussions
Council Resolution No. 02-2020 approved an amendment to the previous IGA addressing costs and services for the use of the ACRCN. Council Resolution No. 60-2016 approved an IGA with Arapahoe County for continued use of the DTRS.
FISCAL IMPACTS:
The city will pay an annual operation and maintenance fee to the county of $50 per serialized device and a one-time user fee of $325 per serialized device for any new device added after the IGA is finalized. These fees are included in annual budget appropriations for the police department and Public Works. The only new fees would be for the purchase of additional radios by either department.
Currently, the anticipated costs would be approximately $18,650 consisting of $13,100 for LPD and $5,550 for Public Works.
STAFF RECOMMENDATION:
Staff recommends approval of the resolution approving an IGA between Arapahoe County and the Littleton Police Department and Public Works for use of the ACRCN.
ALTERNATIVES:
There are no alternatives to this arrangement. The cost to build and support an individual DTRS would be cost prohibitive for the city.
