Approving a Construction Contract with RME Ltd., LLC DBA: Elite Surface Infrastructures for the Euclid Neighborhood 2026 Street Reconstruction Project, City Project No. 23-09.

DISCUSSION:

On May 1 , 2026, the City of Littleton’s Public Works Department advertised a request for proposals for the construction of the Euclid Neighborhood 2026 Street Reconstruction Project, City Project No. 23-09. The city received seven proposals by the due date of May 22, 2026. After reviewing the submissions, staff determined that RME Ltd., LLC DBA: Elite Surface Infrastructures was the most qualified proposer with a bid of $2,222,017.20. This contract amount is within the 2026 Capital Improvement budget. Based on our past experience with Contractor, they are qualified to complete this work. An overview of the project is provided in the following section.

 

If Council approves this resolution, construction of the project will move forward. Construction is anticipated to begin in summer 2026, with an estimated 3-month completion schedule.

 

BACKGROUND: 

Overview of Pavement Management and Determination of Pavement Conditions:

The City of Littleton has approximately 360 lane miles of streets within the community’s transportation network, comprised primarily of asphalt streets and several concrete streets. The City’s Pavement Management Plan, managed by the City’s Public Works Department, emphasizes pavement preservation as a proactive approach to maintaining streets while they are still in good condition. Maintenance and repair of the street surface can vary from surface sealing, to mill and overlay, to full reconstruction, depending on street surface and subsurface condition. The most cost-effective strategy in pavement preservation is applying the right treatment to streets at the right time, thereby maximizing the life of the pavement and reducing future increases to maintenance scope and costs. It is very important to protect the City’s major investment in the street system and maintain streets before they deteriorate beyond repair. Streets which have deteriorated significantly must be completely reconstructed and this is very costly.

 

The Engineering Division of Public Works uses condition ratings and specific preservation and rehabilitation practices to preserve the condition of Littleton’s roadways and extend the useful life of the pavement. Engineering staff assesses the condition of each roadway segment and assigns a Pavement Condition Index (PCI) rating ranging from 0 to 100 (Figure 1). A PCI of 100 corresponds to a new road, a PCI rating of 0 means the pavement has completely failed. The PCI rating drops over time as pavements deteriorate from use and environmental factors. The rate of degradation begins slowly and increases rapidly after a few years. As such, pavement preservation early in a street’s lifecycle is critical to preserve the pavement quality and reduce costly rehabilitation or reconstruction.

 

The Engineering Division manages the Pavement Management Program with the goal to keep Littleton’s streets at a PCI of 75 or higher. Currently, the average PCI across the street network is 63. The pavement management strategy focuses on identifying the correct preservation treatment, and applying it at the right time, to extend the life of the pavement. This holistic program approach effectively preserves the pavement network through leveraging low-cost preservation techniques to limit future reconstructions and provides the most value from the funding available for pavement management.

 

 

Overview of the Project Area Conditions and Improvements:

The Euclid Neighborhood 2026 Street Reconstruction Project will reconstruct several streets that have deteriorated substantially and have very low PCI ratings. These streets require full reconstruction to remove and replace the roadway asphalt and subsurface materials to create stronger and smoother driving surfaces. Curb and gutter will also be removed and upgraded along several areas to improve surface water flow and containment. The project will also include installation of new sidewalk as well as Americans with Disabilities Act (ADA)-compliant curb ramps at several intersections to create safer and more accessible routes for pedestrians.

 

 

Euclid Avenue (Windermere Street to Gallup Street)

                     Roadway asphalt will be removed and replaced from Windermere Street to Gallup Street

                     Roadway gutter will be removed and replaced in various sections along Euclid Avenue

                     Installation of new ADA-compliant curb ramps at several street intersection corners

                     Sidewalk will be removed and replaced along the north side of Euclid Avenue between Windermere Street and Gallup Street

 

Cedar Street (Ridge Road to Euclid Avenue)

                     Roadway asphalt will be removed and replaced from Gallup Street to the east end of Carlson Drive

                     Roadway gutter will be removed and replaced in various sections along Cedar Street

 

Datura Street (Ridge Road/Arapahoe Road to Euclid Avenue)

                     Roadway asphalt will be removed and replaced from Ridge Road/Arapahoe Road to Euclid Avenue

                     Sidewalk will be upgraded and extended on the west side of Datura Street from Euclide Avenue to Ridge Road

                     Roadway gutter will be removed and replaced in various sections along Datura Street

 

Elmwood Street (Arapahoe Road to Peakview Avenue)

                     Roadway asphalt will be removed and replaced from Arapahoe Road to Peakview Avenue

                     Curb, gutter and sidewalk will be replaced and upgraded at the intersection of Elmwood Street and Arapahoe Road, including installation of ADA-compliant curb ramps

                     Installation of new sidewalk and ADA-compliant curb ramps at the intersection of Elmwood Street and Euclid Avenue

 

Arapahoe Road (Ridge Road/Datura Street to Gallup Street)

                     Roadway asphalt will be removed and replaced from Ridge Road/Datura Street to Gallup Street

                     Installation of new sidewalk and ADA-compliant curb ramps at the intersections of Arapahoe Road and Gallup Street and Arapahoe Road and Elmwood Street

                     Installation of new sidewalk along the north side of Arapahoe Road from Ridge Road/Datura Street to Gallup St

 

Carlson Drive (Gallup Street to Peakview Avenue)

                     Roadway asphalt will be removed and replaced from Gallup Street to the east end of Carlson Drive

                     New gutter will be installed along the western half of the south side of Carlson Drive

                     Curb, gutter and sidewalks at the northeast and southeast corners of Carlson Drive and Gallup Street will be replaced and upgraded, including installation of ADA-compliant curb ramps

 

Prior Actions or Discussions

There have been no prior formal actions with City Council regarding this project, however, the project has been highlighted during several City Council presentations regarding capital improvements and pavement management:

 

April 15, 2025: Presentation to City Council regarding the Pavement Preservation Program - 2025 Projects Overview.

 

February 7, 2026: Presentation to City Council regarding Capital Improvements (CIP) update: Supporting 2-3 Year Initiatives.

 

FISCAL IMPACTS:

The proposed construction contract with TBD for the Euclid Neighborhood 2026 Street Reconstruction Project, City Project 23-09 is $2,222,017.20. This project will be funded through the 3A Sale Tax Capital Improvements Fund. Pursuant to the City’s Procurement Policy, all contracts exceeding $500,000 must be approved by City Council.

 

STAFF RECOMMENDATION:

Staff recommends approval of the Construction Contract.

 

ALTERNATIVES:

If the contract is not approved, construction of the project will not be completed and the roadway and sidewalk conditions along streets within the project area will continue to deteriorate. Additionally, deferring this construction would likely be an increased cost due to inflation and increased construction costs.
