Approving an Intergovernmental Agreement between the City of Littleton and the City of Englewood, regarding a Financial Contribution for Constructing the 2026 Surface Sealing Project.

DISCUSSION:
The City of Littleton initiated pavement rehabilitation on a segment of South Windermere Street between West Prentice Avenue and West Layton Avenue and on West Prentice Avenue between South Windermere Street and South Hickory Street as part of its 2026 Surface Seal Project. The city is preparing to solicit construction services to perform this work. The project also includes striping and delineator installment for bike lanes as part of Littleton Safer Streets Initiatives.
The municipal boundary between the City of Littleton and the City of Englewood runs down the centerline of both South Windermere Street and West Prentice Avenue for a portion of this project. Each city is responsible for maintenance of the street within its jurisdiction.
The City of Littleton agreed to be responsible for design, solicitation and management of the project and future maintenance of striping and vertical delineators as installed by this project, as outlined within the IGA.
The City of Englewood agreed to reimburse the City of Littleton for its share of the surface sealing construction. Englewood’s reimbursement costs include installation and material costs for the protected bike lanes. Each city will be responsible for maintenance of infrastructure located within their jurisdictions.
It is proposed to enter into an IGA with the City of Englewood for the pavement rehabilitation work on South Windermere Street and West Prentice Avenue.
Both cities realize cost savings in jointly undertaking projects with mutual benefit. Joint projects such as this result in a higher-quality finished product versus being constructed independently.
BACKGROUND:
The City of Littleton regularly performs surface sealing and roadway maintenance projects such as the chip seal proposed on South Windermere Street from West Prentice Avenue to West Layton Avenue and the slurry seal on West Prentice Avenue Between South Windermere Street and South Hickory Street. These roadways have been identified by the Safer Streets Littleton Program for bicycle and pedestrian upgrades. It would be in the best interest of the city to perform the surface sealing in advance or in the same project as the installation of new striping and vertical delineators. Historically, as roadways are incorporated into the pavement management plan, upgrades including bicycle, and pedestrian improvements are made as a way to minimize disruption to an area and improve overall costs to a project.
Littleton has been in communications with Englewood since spring of 2025 determining the allowable scope of the striping and delineators, the application of chip and slurry sealing in Englewood’s jurisdiction, and planned projects that Englewood has in progress or is anticipating.

FISCAL IMPACTS:
The total awarded project cost is $1,954,700.29. In accordance with the IGA the City of Englewood will reimburse the City of Littleton for up to $185,150.39 for the portion of work within its jurisdiction.
STAFF RECOMMENDATION:
Staff recommends approval of the Intergovernmental Agreement.
ALTERNATIVES:
If Council does not approve this intergovernmental agreement, the City of Littleton will not receive contributing funds from Englewood for this project, and the additional improvements, including surface sealing and safer streets initiatives, within the Englewood city boundary will be removed from the scope of the improvement project. Englewood would have no obligation to install any surface sealing materials or bicycle improvements along the corridor within their boundaries. Since the city boundary runs north to south on Windermere Street, and east to west on Prentice Avenue, the entire length of these project locations, if this resolution were not approved, would only have devices and striping applied to the Littleton jurisdiction, reducing the effectiveness of both the surface sealing and the safety measures applied.
