PURPOSE:

Does council support a grant application to Arapahoe County Open Spaces (ACOS) for Jackass Hill Park Improvements?

DISCUSSION:

In compliance with Arapahoe County Open Spaces grant requirements and the City of Littleton’s grant policy, the city is requesting council support to apply for ACOS grant funds for:

 

Jackass Hill Park Improvements

Jackass Hill Park is an 18.91-acre nature park located in Littleton. The proposed improvements are aimed at enhancing accessibility, addressing neighborhood concerns, and opportunities for active recreation in a nature park setting.

 

The planned improvements include the installation of stairways, ranch rail fencing, a new irrigation system, colored concrete paths and additional landscaping. Key features also include a vista terrace viewing area, interpretive signage, berms and buffers for privacy, and site furnishings. The goal is to activate the park while preserving its natural aesthetic. To preserve the privacy of nearby residents and protect the park’s scenic views of the mountains, a planted buffer will be established along the western side of the southern parcel, while the primary viewing area will be relocated further into the park. The planned improvements will reduce the creation of informal “habit” paths, by introducing designated and accessible entrances, paths, and rest areas.

 

Overall, the improvements are expected to activate the park, create a more inviting and engaging environment, and enhance its accessibility, sustainability, and educational value. By balancing the needs for privacy, accessibility, preservation, and park activation, the Jackass Hill Park Development Project will create a vibrant, welcoming space for all visitors, while maintaining the park's natural beauty and cultural heritage for future generations.

 

BACKGROUND:

Historically, the city has applied for numerous grants through the Arapahoe County Open Spaces (ACOS) grant program to make various improvements to open spaces and parks in the city limits.

 

Jackass Hill Park Improvements

The Jackass Hill Park Improvements Project have come to fruition due to with the realization of the opportunity to develop a community amenity with greater accessibility for more people and from  community concerns about undesirable activities in the park that have been consistently raised since 2021, prompting South Suburban to investigate potential solutions. The park's historical significance will also be preserved as part of the project. The original Carson family home, built in 1949 and later moved to South Platte Park in 1986, gives the park a unique historical context. The foundation of the home will be preserved, and interpretive signage will be added to educate visitors about the park’s history.

 

 

Prior Actions or Discussions

Jackass Hill Park Improvements: Brought to council on 2/28/2023 under ID#23-023 and again on 3/21/2023 under ID# 23-047.

 

FISCAL IMPACTS:

Jackass Hill Park Improvements: The total estimated cost of this project is $ 1,900,000. The grant request will be $600,000 and the city will provide the remaining $1,300,000 partnered with South Suburban Parks and Recreation District.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.

 

ALTERNATIVES:

If council does not approve submitting the application to the ACOS Grant Program, the projects will not be completed until funds are available. Should the grant not be awarded, city staff will determine whether it is possible to continue the projects within the current budgeted amounts.
