Title

Resolution 39-2020: Authorizing an application by the city for funding from the Arapahoe County Open Spaces Grant Program for the planning and design of improvements to the Superchi property adjacent to Reynolds Landing Park and the South Platte River

Body

Prepared by:

Keith Reester, Public Works Director

PURPOSE:

Does city council support a grant application to Arapahoe County Open Spaces (ACOS) for planning and design of improvements to the Superchi property adjacent to Reynolds Landing Park and the South Platte River?

PRESENTATIONS:

Staff Presenter(s):                                          Keith Reester, Public Works Director

                     Additional Presenter(s):                     N/A

SUMMARY:

The purpose of the project is to inform future property use and programming of the parcel of land commonly known as the Superchi property. The planning study will also determine how to best integrate future use into the surrounding area including the park and river access at Reynolds Landing. The upland improvements for Reynolds Landing were completed in 2016 in partnership with Mile High Flood District (MHFD) and Arapahoe County Open Spaces.  Additional future improvements to the area were anticipated at the time and have not yet been constructed.

PRIOR ACTIONS OR DISCUSSIONS:

Historically, the city has applied for numerous grants through the Arapahoe County Open Spaces grant program to make improvements to many parks and trails located in the city limits. The 2020 budget includes appropriation for this grant project through the Open Space Fund.

ANALYSIS:

Staff Analysis

The grant request will be $90,000 with an additional $10,000 in local grant match for a total project cost of $100,000. The resolution language is required by ACOS. If awarded, the project will likely start in 2020.

Applications were submitted to ACOS on April 24. The deadline for obtaining a resolution of support and endorsement from the governmental body of the applying local government to be considered for funding was extended to May 15 as a result of the COVID-19 pandemic. Grant applications cannot move forward in the process without this resolution.

Council Goal, Objective, and/or Guiding Principle

Aligns with the ACTIVE Guiding Principle: Littleton will always be a community of active people who make the most of their city’s cultural and natural resource abundance.

Fiscal Impacts

This application seeks to leverage an investment in planning expenses for Reynolds Landing of $10,000 from the city, to obtain a grant for $90,000 from ACOS. The total project cost will be approximately $100,000. Appropriation was previously approved for this project.

Alternatives

If council does not approve submitting the application to the Arapahoe County Open Spaces Grant program, the planning and design will not be completed until funds are available. Should the grant not be awarded, city staff will determine whether it is possible to continue the planning and design within the budgeted amounts.

STAFF RECOMMENDATION:

Staff recommends approval.

PROPOSED MOTION:
