POLICY QUESTION: 

Does city council approve the replat of Lots 1 and 2, Block 6 of Littleton Village, a minor subdivision plat?

 

BACKGROUND: 

Littleton Village is a 77 acre mixed-use development located at the northeast corner of South Broadway and East Dry Creek Road.  On July 1, 2014, the city council approved the Littleton Village plat and subdivision improvement agreement.  The parcel was identified as Lots 1 and 2, Block 6 of the overall plat.

 

The Littleton Village Planned Development allows uses for Lot 2 as multi-family residences and Lot 1 as mixed-use, allowing multi-family residential, retail and office uses.  AMLI Residential is purchasing both parcels with the intent to develop 352 residential units, 6800 square feet of retail, parking structures and live-work units.

 

A minor subdivision is a plat that includes 10 or fewer lots; all lots front on a dedicated public street and the plat meets the minimum standards of the subdivision and zoning code.  Minor plats do not require a preliminary plat approval by the planning board.

 

STAFF ANALYSIS: 

The purpose of the replat is to:

                     Combine lots 1 and 2;

                     Vacate 10 foot wide utility easements along South Sherman Street, a private drive on the west edge of the parcel and along 294 feet of East Dry Creek Place, a public street adjacent to the northeast corner of the site; and

                     Vacate a 25 foot wide storm drainage easement in the southwest corner of the site.

 

Xcel Energy supports the vacation of the utility easements as they are now redundant to serving one development on the property.  Utilities will be provided adjacent to East Dry Creek Road and South Logan Street.  Engineering staff has determined the storm drain easement is no longer needed because a more efficient master plan for drainage has been implemented for Littleton Village.

 

Section 11-4-2(C) of the Littleton City Code states that if the director of community development and the director of public works certify the proposed plat is within accepted engineering principles and is in conformance with the ordinances of the city; it shall be submitted for city council approval.

 

 

FISCAL IMPACTS: 

If developed as proposed by AMLI, the project should generate $1,554,767 in capital facility impact fees.

 

STAFF RECOMMENDATION: 

Community development and public works staff recommend approval of the replat of Lots 1 and 2, Block 6 of Littleton Village.
