PURPOSE:
Staff are seeking to inform planning commission of proposed updates to the ULUC and hear discussion and feedback to help shape forthcoming ordinance proposals.

DISCUSSION:
Staff will provide a presentation focusing on proposed text amendments to the ULUC that have been identified by staff and the commission through previous study sessions.
BACKGROUND:
In 2021, the City of Littleton adopted the Unified Land Use Code (ULUC), which established a new zoning Code, to be applied to all new developments and redevelopments within the City. The ULUC is utilized as both a tool of enforcement, as well as an implementation tool for City goals. In 2026, staff have identified a set of text amendments that are intended to provide better clarity for applicants, consistency in their applications, and to further the identified priorities of the City.
These updates include:
• Implementing the Equal Space Ordinance, which requires that developments provide an equal amount of space for recycling containers, as is provided for trash receptacles
• Exploring how height is measured by planning staff, and developing a consistent standard
• Amending the City’s nonconformity standards to address how damaged structures may reconstruct, remove Code conflicts and explore the possibility of expanding allowances for some nonconforming uses
• Modifications to the City Code related to ADUs and conformance with the City’s Charter.
