PURPOSE:
Does city council support adoption of the Grant Policy?

SUMMARY:
The City of Littleton Grant Policy supplements the Principles of Sound Financial Management - Policy 5 (Grants). The policy helps ensure all outside sources are appropriate and directly related to programs supported by council and that all funded programs are administered as required by the grantor as well as city policies.
PRIOR ACTIONS OR DISCUSSIONS:
On November 6, 2018 council approved the Principles of Sound Financial Management which included overall principles for grant development and management. Additionally, a memo was sent to Council on April 1, 2020 which highlighted key aspects of the policy and included the full policy as an attachment.
ANALYSIS:
Staff Analysis
The City of Littleton has historically managed grants internally with overall objectives, but no concise written policy or process. As the city desires to significantly increase outside funding sources, a written grant policy is necessary to provide consistent guidance on grant development and management. The Grant Policy was developed by reviewing similar policies of other municipalities and counties in Colorado and compiling those guidelines which are most applicable to the City of Littleton. The current grant process was also reviewed to address best practices, grantor requirements, and resolve inconsistencies.

Fiscal Impacts
Fiscal impacts for each grant will vary. The policy identifies a minimum threshold for council approval of $50,000 for local grant match prior to grant application, while considering time constraints. The policy also requires council approval when a grant opportunity increases staffing levels or when a grant match cannot be funded through existing appropriations.
Alternatives
If a grant policy is not adopted, staff will continue to operate under the guidelines of the Principles of Sound Financial Management - Policy 5 (Grants). This policy does not address certain aspects of the grant management process which could lead to inconsistent practices and, in extreme cases, loss of future grant funding.
STAFF RECOMMENDATION:
Staff recommends approval.
