Resolution 05-2020: Authorizing a GIS Data License Agreement with the City and County of Denver acting by and through its Board of Water Commissioners

Prepared by:

Brent Thompson, City Engineer

PURPOSE:

To authorize a GIS Data License Agreement with the City and County of Denver acting by and through its Board of Water Commissioners.

PRESENTATIONS:

                     Staff Presenter(s):                                            N/A

                     Additional Presenter(s):                      N/A

SUMMARY:

The City of Littleton and Denver Water each maintain GIS data on their infrastructure: Denver Water on its water infrastructure; and the City of Littleton on its sewer, stormwater, and other infrastructure.  It is beneficial for city staff to have access to Denver Water’s data in order to effectively plan, analyze, and maintain the city’s right-of-way.  Collectively, all of this data is useful as staff plans and programs capital improvement projects in a collaborative effort to repair underground infrastructure before a major pavement management project, such as mill and overlay.  The data is also valuable in understanding utility locations for right-of-way permits and for proposed development projects.

Through this agreement, Denver Water agrees to provide the city with access to certain GIS data, which is updated on an annual basis for a period of 30 years.

PRIOR ACTIONS OR DISCUSSIONS:

This subject has not previously been discussed with council.

ANALYSIS:

Staff Analysis

Staff collaborated with Denver Water to obtain access to certain GIS data for purposes of planning, analysis, and maintenance of the city’s right-of-way.  This data will only be used internally and will not be shared with anyone other than the staff authorized to have access to it.

Council Goal, Objective, and/or Guiding Principle

This partnership with Denver Water relates to the 2018 Council Strategic Imperative of Collaborative Relationships in sharing data that is mutually beneficial to both agencies.  This GIS data agreement also furthers the city’s efforts towards the 2019 Council Goal 2/Objective 4: Identify, assess and prioritize long-term capital needs in order to work towards strategic alignment of capital improvements for all infrastructure within the city’s right-of-way, including other public and private utility providers.

Fiscal Impacts

None

Alternatives

Should this agreement be denied, GIS data would not be provided to staff.  This would restrict the Public Works and Community Development Departments’ abilities to provide citizens with relevant information and staff’s ability to efficiently coordinate capital improvement projects within the city’s right-of-way.

STAFF RECOMMENDATION:

Staff recommends approval of the resolution authorizing a GIS Data License Agreement.

PROPOSED MOTION:

Proposed Motion

I move to approve the resolution authorizing a GIS Data License Agreement with the City and County of Denver acting by and through its Board of Water Commissioners.
